Multiplayer mission?
There are no civilians, only some groups of agents, and a heavy guarded church area. The cultists can provide you with many weapons - electon maces, long range rifles, plasma lances, rocket launchers, and one even have graviton gun.
Most of the cultists can be lured out separately, but those with rocket launchers come as a group, so be careful.
